Homestead exemption
North Dakota does not have a single broad ad-valorem homestead exemption. It offers several separate property tax relief programs for owner-occupied residences: a Primary Residence Credit for owner-occupants generally, a Homestead Property Tax Credit targeted at qualifying elderly (65+) or permanently/totally disabled homeowners with limited income, and a Disabled Veteran's Property Tax Credit for veterans with a service-connected disability rating of 50% or greater (credit applied against the first $120,000 of true and full valuation, scaled to disability percentage). Specific current dollar credit amounts for the Primary Residence Credit and Homestead Property Tax Credit could not be confirmed on a live tax.nd.gov page during this research pass; homeowners should confirm current amounts directly with the ND Office of State Tax Commissioner or their county assessor. Most require annual application by February 1.

First-time buyer / down payment assistance programs

  • ND Housing FirstHome

North Dakota Housing Finance Agency's primary below-market-rate first mortgage for first-time homebuyers statewide (first-time requirement waived for buyers using HomeAccess or in certain other exception categories); subject to income and purchase-price limits that vary by county and household size, and commonly paired with DCA or Start down payment assistance.

  • ND Housing DCA / Start Down Payment Assistance

Down payment and closing cost assistance equal to 3% of the first mortgage loan amount, provided as a credit; DCA requires income qualification and a homebuyer education certificate, Start cannot be combined with other NDHFA down payment programs. Must be paired with a NDHFA first mortgage (FirstHome, HomeAccess, or North Dakota Roots).
