West Virginia's FAIR plan - Fair Access to Insurance Requirements - for owners who cannot obtain coverage in the competitive market. It writes essential property insurance only: fire including lightning damage, plus coverage for wind and hail, aircraft, vehicles, smoke and explosion. Liability coverage is NOT included, which is the gap most likely to surprise a homeowner moving from a package policy. Coverage is capped at $200,000 for private dwellings and $500,000 for commercial property - a genuinely binding limit in a rising-rebuild-cost market, and low enough that many West Virginia homes cannot be fully insured to value through the plan. Applicants must first try the competitive market and must maintain the premises within reasonable standards; applications are assessed from submitted documents and photographs and then an on-site inspection that determines insurability and rate. Policies run for one-year terms. Applications go through a licensed insurance agent rather than direct.
