Missouri Property Insurance Placement Facility (Missouri FAIR Plan)
Missouri's insurer of last resort, established in October 1969 for applicants who cannot obtain property insurance through the normal market; applicants are expected to try standard carriers first. Two forms are written: dwelling, capped by statute at $200,000 total insurance on building and contents combined, and commercial/farm, capped at $1,000,000. Coverage is ACTUAL CASH VALUE NAMED PERIL -- depreciation is taken at the time of loss and replacement cost is not included, which is a materially narrower product than a standard HO-3 and a critical caveat given the $200,000 cap sits below the median Missouri home value in much of the state. Covered perils are fire, lightning, wind, hail, explosion, riot, civil commotion, aircraft, vehicle, smoke, volcanic eruption, vandalism and malicious mischief; limited theft can be added to a dwelling policy for an extra $25,000 as a separate item, and sinkhole is available as a standalone. Liability, earthquake, flood and sewer/sump backup are NOT covered at all -- earthquake being a conspicuous gap in a state that contains the New Madrid seismic zone.
