- Mississippi runs two separate residual markets and which one a homeowner needs depends on where they live and which peril they cannot place. MRPIUA is the statewide FAIR Plan, writing eligible dwellings in all Mississippi counties for fire and extended coverage -- but it deliberately EXCLUDES wind and hail on any location in Hancock, Harrison and Jackson counties, because those three coastal counties are MWUA's territory. MWUA, created by House Bill 274 of the 1987 legislative session, exists solely to make windstorm and hail insurance available in the coastal area; a coastal homeowner therefore typically ends up with a stack of separate policies -- an ex-wind homeowners policy, a wind policy from MWUA or a surplus-lines carrier, and NFIP or private flood. Both plans are administered together at msplans.com. Six coastal counties (Hancock, Harrison, Jackson, Pearl River, Stone and George) are where separate windstorm coverage is commonly required by lenders and state programs.
